
The primary step in preventing water scarcity crises is to study the current situation and establish specialized task forces and headquarters for the protection and conservation of water resources. In recent years, the Ministry of Energy and its subsidiaries—Regional Water Companies across provinces—have taken significant measures through the definition and implementation of a plan known as the “Groundwater Balance Plan” to further protect and preserve these vital resources. Under this plan, inspection and patrol units are formed and deployed at the county level. These teams systematically monitor operational wells and qanats, working to prevent any form of violation. This includes curbing the drilling of new unauthorized wells, controlling unsustainable and excessive extraction from legal wells, as well as sealing and decommissioning previously dug illegal wells.
